The Yeddyurappa government’s plans to organise a mega celebration this month when it completes two years in office, took a body blow on Sunday with the food and civil supplies minister, Mr Haratalu Halappa, resigning following a media report that he had allegedly assaulted the wife of a friend in November last year. His resignation has been accepted by the Governor.
With the gram panchayat polls just a week away, it remains to be seen how this scandal affects the prospects of the party.
The report which was published in a Kannada daily said that Mr Halappa had visited the friend’s house in Vinoba Extension in Shimoga, his home district after completing his engagements in November. After having food that night, Mr Halappa allegedly expressed his desire to stay overnight and was welcomed by his friend.
Around midnight, Mr Halappa reportedly began crying in discomfort. His friend rushed to the room and was told by the minister that as his blood pressure had dropped, some tablets should be brought from the Inspection Bungalow (IB) nearby.
The friend rushed to the IB but could not trace either the car driver or the gunman. He returned home planning to get the minister admitted to hospital.
He was shocked to find his wife sobbing and Mr Halappa hurriedly getting dressed. The woman told her husband that she had been raped by the minister. After sending his resignation to the CM, Mr Halappa denied being involved in the incident. “I feel the baseless report has been published only to tarnish my image,” he added.

TD MLA retracts resignation
The Medak Telugu Desam MLA, Mr Mynampalli Hanumantha Rao, withdrew his resignation.
Mr Hanumantha Rao had created a stir among Telangana activists by announcing his decision to quit his Assembly seat and offering it to the kin of those who died during the Telangana agitations.
When he met his supporters in Hyderabad, they reportedly opposed his resignation.
Mr Hanumantha Rao’s supporters insisted on Monday that he must withdraw his resignation since there was no response to his offer from any political party, including the TRS.
He told agitators that he would abide by his decision.
Telugu Desam sources revealed that Mr Hanumantha Rao’s decision was the outcome of a running feud with the former TRS legislator, Mr T. Harish Rao and that it was taken to settle scores with the TRS president, Mr K. Chandrasekhar Rao.
Sources added that the Telugu Desam chief, Mr N. Chandrababu Naidu, had asked the legislator to withdraw his resignation as there was not much of a response to his offer to quit for the Telangana victims.

TRS goes slow on resignations
The Telangana Rasthra Samiti (TRS) has stopped insisting on resignation of Congress and Telugu Desam MLAs from Telangana region after the TRS president, Mr K.Chandrasekhar Rao, representing Mahbubnagar constituency and the Medak MP, Ms Vijayashanti, backtracked on submitting their resignation again to the Lok Sabha Speaker, Ms Meera Kumar.
The TRS leaders feared that Mr Chandrasekhar Rao and Ms Vijayashanti would be in trouble if they demand for resignation of other leaders.
Though all the TRS MLAs resubmitted their resignation again after they were rejected earlier by the Assembly Speaker, Mr N. Kirankumar Reddy, the TRS chief and Ms Vijayashanti did not follow the suit, causing confusion among the party cadre. Many leaders opined that the TRS MLAs were made scapegoats by the party high command. They feel that it would not be a cake walk for the TRS to win the seats as some parties are trying to field family members of the students who sacrificed their lives for the Telangana movement.
The Praja Telangana Samiti (PTS) chief, Capt. C. Karunakar Reddy said his party would support family members of the students if they contest in the bypolls.
“We will strive hard for the victory of the family whose children sacrificed their lives for Telangana. We will think of contesting the elections if the family members are reluctant to contest the elections,” he said.
TRS sources said that Mr Chandrasekhar Rao and Ms Vijayashanti would resign at an ‘appropriate time’.
“The Telangana issue would be discussed continuously when the bypolls for MLA and MPs seats are held in different months. Our party MPs will quit after the completion of the bypolls,” said a TRS leader.
Meanwhile, if the elections to the recognised trade union in the Sirpur Paper Mills (SPM) Limited is any indication, it is unlikely that the TRS will win many seats in the bypolls.
Senior TRS leader Nayini Narasimha Reddy was defeated in election and got only the third place though the former local MLA, Mr K.Sammaiah, was confident of his victory.
The results have shocked three former TRS MLAs, Mr G.Aravind Reddy of Mancherial, Mr Nallala Odelu of Chennur and Mr K. Sammaiah of Sirpur (T) and they started doubting their prospects for the bypoll.
The Telangana agitators are also suspecting the game plan of Mr Chandrasekhar Rao who attended the get together of political parties hosted by the Srikrishna Committee when the T-JAC decided to boycott it.

TD MLA to quit for T-victims’ kin
The Medak Telugu Desam legislator, Mr Mynampalli Hanumantha Rao, on Thursday startled the party leadership by announcing his decision to vacate his Assembly seat for the kin of those who laid down their life during the ongoing Telangana agitation.
Mr Rao said he would meet the Speaker, Mr N. Kirankumar Reddy, on March 9, his lucky number, and submit his resignation. There is a growing demand from the Students Joint Action Committee to nominate the kin of those died during the Telangana agitation for the bypolls from the 12 Assembly seats vacated by the TRS (10), BJP and TD (one each).
Mr Rao’s decision will put the TRS in a fix since it has not spelled out its stance on the S-JAC demand. The TD’s deputy floor leader, Dr Nagam Janardhan Reddy, tried to defuse the situation saying he would speak to the MLA since his announcement looked more like a challenge to the former TRS MLA, Mr T. Harish Rao.
Mr Hanumantha Rao has opposed the TRS demand for resuming government land in his constituency where a large number of people from other regions live.
He said that it was not correct to call those who have been living in Telangana since ages as “settlers”, the term that the TRS uses.
“I have decided to quit keeping in view the Telangana sentiments and the promise I made to people of my constituency. I am sure people of my constituency will understand the situation,” Mr Hanumantha Rao said.
He said he would request the TD leadership to give ticket for the bypoll to the kin of those who laid down their lives for Telangana. “I will work for the thumping victory of the candidate,” he added.
The TD MLA suggested that the eligible relatives of Srikanth Chary, Venugopal Reddy, Yadaiah, who committed self-immolation, or those suggested by the Students Joint Action Committee should be given ticket in the seats vacated by the TRS and others in the bypolls.

Congress slams KCR, deserts JAC
After snapping its ties with the Joint Action Committee (JAC) over “unilateral actions” of the TRS chief K. Chandrasekhar Rao, Congress MLAs from Telangana are gearing up to chart out an independent course on the statehood issue.
They have not only quit the JAC, but also decided against resigning their membership of Assembly and Council. However, they intend to raise the statehood issue time and again. They do not plan to disrupt the legislature, but confront the government, whenever issues concerning the region are raised. “We will not hesitate to corner the government if the region is denied funds. We will demand a lion’s share in the budget for our region,” a senior MLA remarked.
Congress leaders plan to confront the JAC, if attacks on the houses continue. Congress MPs and MLAs are fuming at the unprecedented attacks by pro-Telangana activists on their residences and properties in the region at the behest of the TRS-dominated JAC. The incidents on Monday when a majority of the Congress-elected representatives faced the fury of the protestors climaxed in the exit of Congress from the JAC.
Karimnagar MP Ponnam Prabhakar told The Hindu on Tuesday that Congress leaders bore the humiliation inflicted by the JAC, but the last straw was the stone-pelting on the convoy of Higher Education Minister D. Sridhar Babu in Warangal district last week and the attack on residences of several legislators and MPs.
Mr. Prabhakar charged the JAC convenor M. Kodandaram with behaving as a TRS spokesperson and seeking instructions and directions from KCR, who was imposing his personal views and decisions on the committee. “How can the Congress party, which is the main constituent of the JAC be completely ignored when a decision on resignations were taken?” he asked.
Expresses shock
The Higher Education Minister expressed shock at the attack on the residence of his colleague V. Sunitha Laxma Reddy by the JAC protestors. “She has religiously attended the JAC protest programmes and hunger strike camps but was not spared.”

Telangana row: resignation of 12 MLAs accepted
The resignation of 12 of the 15 MLAs, who had quit on the Telangana issue, has been accepted by Andhra Pradesh Assembly Speaker N Kiran Kumar Reddy.
While resignation of 11 MLAs was accepted by the Speaker on Monday, a TDP MLA's letter to step down was accepted last night.
Fifteen MLAs from Telangana region submitted their resignation to the Speaker yesterday protesting the terms of reference of the Sri Krishna committee appointed by the Centre to go into the statehood issue.
The resignations of two Congress and one PRP MLAs are yet to be disposed of by the Speaker.
The move follows the renewed call of the all-party Telangana Joint Action Committee (JAC) to legislators from the region to submit their resignation en masse, rejecting the ToR.
The JAC said that quitting assembly seats is the only way to mount pressure on the Centre for taking immediate steps for the formation of Telangana.
