The Srikrishna Committee, looking into the issue of the bifurcation of the state, will tour the Andhra region too in the second week of June to elicit the views of the people.
Members of the committee have already visited the Telangana and Rayalaseema regions. Organisations belonging to the Andhra region are keen that the committee sees for itself the pathetic condition of people in many areas.
Committee member secretary V. K. Duggal said the views of all the regions will be reflected in the report the committee submits to the Union government on the political conditions prevailing in AP.
“We hope that ours is the last committee on the bifurcation issue. It is the wish of many people and the same was conveyed to us during the discussions,” he said while addressing a media conference.
Mr Duggal said the committee will give leaders of dalits and backward classes an opportunity to voice their opinion on the political conditions in the state. The Srikrishna Committee will also seek the opinion of eminent persons, retired bureaucrats and experts in various fields in the first week of June 2010.
Representatives of the Telangana Udyogula Sangham, the Telangana Federation of University Teachers, and the Rayalaseema Rasthra Samiti have met the committee and explained their stand. The Telangana Udyogula Sangham argued that Rs 50,000 crore has been paid to Andhra employees who were posted in the Telangana region in the past 50 years. It requested the committee to give a report in favour of bifurcation of the state.

Srikrishna to insist on views
Though both the Pradesh Congress Committee chief, Mr D. Srinivas, and the Telugu Desam chief, Mr N. Chandrababu Naidu, have avoided submitting reports on behalf of their respective parties to the Justice Srikrishna Committee over the state’s bifurcation issue, they cannot escape from the responsibility for long.
The Srikrishna panel has decided to hear from the parties themselves, especially from the party presidents, on the contentious issue. It has sent letters to all the eight recognised political parties representing the state for a one-on-one meeting.
To start with the committee invited the TRS for a meeting on April 16 at New Delhi. It has specifically asked the party chiefs to see that not more than 10 leaders are sent for these meetings to help it discuss issues relating to division of the state in a cordial atmosphere.
On April 22 and 23, the committee members will meet the TD, CPI, CPI (M) and the Indian Union Muslim League party leaders at Hyderabad to ascertain their views on a “party basis”.
It will hear the Congress and other parties during its next visit to Hyderabad. Till now, the Congress and Telugu Desam leadership
had allowed several delegations within the party to submit their individual and group-wise representations to the Srikrishna committee without bothering to offer the party’s stand on the issue.
This was because party leaders from different regions were divided over the issue and the party leadership tried to avoid getting into trouble by presenting a united stand on the state’s division.

Telangana lawyers beaten up by TDP.
Lawyers belonging to the telangana region, who have been in the news for their protests against the Srikrishna Committee lawyers had a bitter experience at the Indira Park here on Saturday, leaving one of them injured with a hit on the head.
After the Srikrishna Panel left for New Delhi, the lawyers decided to target the Telugu Desam Party on the contentious telangana issue. They gathered at Indira Park, where the TDP leaders, along with leaders of the Left parties were staging a dharna on the rising prices of essential commodities and started sloganeering. They raised slogans against the TDP chief, demanding that he spell out a clear stand on the telangana issue and also demanded his resignation from the State Assembly.
TDP men at the gathering got incensed on seeing their leader become the target of the lawyers. It took the persuasive powers of the TDP chief to restrain his men from attacking the lawyers.
Mr Naidu also appealed to the lawyers not to aggravate the situation by continuing their jibes at him as the protest against price rise was for the benefit of the common man.
But the adamant lawyers refused to see reason and continued with their sloganeering for about 15 minutes. It was a bit too much for the irate TDP activists who physically lashed out at the lawyers and chased them away from the scene. The TDP activists only spared the female lawyers. In the melee one lawyer was hit on the head while others suffered minor injuries.
The police swiftly swung into action and arrested some TDP activists and some lawyers.

Srikrishna lets parties give varied viewpoints
A difference of opinion in the Srikrishna Committee came to the fore on Thursday during the maiden visit of all its members to the state.
Justice B.N. Srikrishna, who is heading the committee, made it clear that any number of views, even though they are divergent, could be expressed by leaders of a particular party.
Asked why the committee did not insist on political parties submitting a specific opinion and thereby allow them to continue to adopt dual standards, which are aggravating the situation, Justice Srikrishna said these parties might adopt “double, triple or single standards” but it was for the committee to analyse them.
Going by the approach of the committee chairman in obtaining the views of political parties, the Congress and TD leadership could escape from the crucial responsibility of letting their view known on the bifurcation of the state. However, the member secretary, Mr V.K. Duggal, during his recent visit to city, categorically said the committee would take the opinion of the president as authentic view of the respective party. He said the party president’s view was sought keeping in view the divergent views expressed by leaders within a single party.

BJP leader says he was not made ‘scapegoat’
BJP leader Y. Lakshminarayana, who resigned from Assembly in protest against the “unfavourable terms of reference” of Srikrishna Committee, feels he had not become a “scapegoat” and said that his decision was being hailed by people from all over Nizamabad district.
In a giant killing act in the 2009 elections, Lakshminarayana trounced APCC president D. Srinivas in Nizamabad Urban constituency and made his maiden entry into the Assembly. With the acceptance of his resignation by Speaker N. Kiran Kumar Reddy, BJP is now left with only one MLA, G. Kishan Reddy. Although Mr. Reddy announced that he too would resign, he did not submit his resignation letter.
“Though I resigned from the Assembly, I earned a permanent place in the people’s hearts. I honoured the word I gave to the people that I am ready to sacrifice (my seat). I am feeling happy as people are with me and I am with people,” he said.
While it was necessary to inform the BJP floor leader before resigning, Mr. Lakshminarayana said he could not contact Mr. Kishan Reddy when he had submitted his resignation as the latter was not in town at that time. He went ahead and gave his letter in accordance with the decision taken by the party earlier.
It is learnt that at the recent meeting of State BJP office-bearers, a few leaders opposed the decision to make the MLAs resign, while a majority wanted them to quit. The party’s national spokesperson and in-charge AP affairs, Prakash Javdekar, while advising the MLAs to act in accordance with the decision of JAC, wanted them to wait and watch the moves of both the Congress and Telugu Desam. Mr. Lakshminarayana faulted the Congress and TDP legislators for not submitting their resignations. “They claimed that they were ready for any sacrifice but have gone back on their word when the time has come. People won’t accept it.”
Mr.Kishan Reddy, who is in Indore attending the party’s national executive, could not be contacted.

Venkaiah seeks end to Telangana impasse
The Union government should take an early decision on Telangana and not prolong the stalemate by waiting for the Srikrishna Committee’s report, BJP leader Venkaiah Naidu told reporters here on Monday.
Mr. Naidu said the committee would not serve any purpose. The uncertainty should not be prolonged as it affected Andhra Pradesh’s development. The State was in turmoil and businesses were looking for opportunities outside.
“Creation of a new State is a political issue and has to be decided by leaders of political parties and not by commissions. Appointment of the Srikrishna Commission is not a solution to the problem. We have seen the Pranab Mukherjee Committee and the Rosaiah Committee. This is the third committee…nothing is going to happen [with committees]. It is an exercise in futility,” he said.
On the proposed talks with Pakistan, he wanted to know on whose behest India was pushing itself into talks.
“The BJP wants to know the agenda and purpose of the dialogue. Acts of terror and talks cannot go hand in hand…,” he said.

T-issue may hit Krishna water report
The Krishna Water Dispute Tribunal report is likely to lose importance amidst ongoing Telangana agitation and the appointment of Srikrishna Committee.
The tribunal — formed to resolve water sharing dispute among Karnataka, Maharashtra and Andhra Pradesh — is expected to present its report before November, almost around the same time when the Srikrishna Committee is planning to submit its report on the state bifurcation issue.
There are chances of the Krishna Water Tribunal report becoming null and void or it may require a rework, if the panel recommends bifurcation of the state.
The state irrigation depar-tment has requested to the Tribunal to hold its report until the Srikrishna panel report is tabled. However, they are uncertain whether their request would hold any importance if the panel decides for bifurcation. The Justice Brijesh Kumar-led second Krishna Water Dispute Tribunal has been hearing the arguments of the three states since 2005.
“We have completed our arguments and waiting for the recommendations, which we feel would take four to six months. But with the present turmoil over Telangana, we are not sure of implementing the tribunal order,” said a senior official in the government.
In fact, the state government had given top priority to the tribunal in the backdrop of the prestigious Jalayagnam programme.

Dissolve Srikrishna panel, says OU-JAC
The OU-JAC, which represents the student’s movement, has demanded that the Centre dissolve the Srikrishna Committee immediately.
Its members conducted a protest march in campus on Friday. It has also asked people to launch a non-cooperation movement and demanded that all public representatives of the Telangana region, from village sarpanches to Union ministers to tender their resignations immediately.
The student JACs of Kakatiya University, Telangana University, Palamur University, Mahatma Gandhi University and Satavahana University have also extended support to the bandh. “Those who welcome the Srikrishna Committee are not only cheating themselves but also others,” said Mr Ravi. “Even a school kid can easily understand the hidden agenda behind the committee’s formation.”
Anticipating protests, police has fortified the Osmania University, the nerve centre of the agitation. As many as 100 platoons have been deployed at the OU campus to tackle any situation. The city police commissioner, Mr A.K. Khan, said no permission was given to anyone to conduct rallies or demonstrations in the city. “We will arrest the individuals who violate rules and create disturbances,” he said.
Meanwhile, the APSRTC has decided to run its services as scheduled on Friday. “The city bus services will not be called off keeping in view public convenience,” said the APSRTC chairman, Mr B. Prasada Rao.

KCR to wait for three months
The TRS president, Mr K. Chandrasekhar Rao, on Saturday once again said that his party legislatures and MPs would submit their resignation if the terms of reference of the Srikrishna committee were not in favour of creating Telangana.
He further warned that if the time frame given to the committee is beyond three months his party would launch an agitation and force MLAs of other parties to also resign.
He was addressing a gathering at a book release function of former deputy chief minister, Mr K.V. Ranga Reddy’s autobiography.
He made it clear that his party would not agree for the demand of Hyderabad as a joint capital for Telangana and Andhra even after the separation of the state.
He demanded that Telangana should created on the boundaries which existed on October 31, 1956 and said that there was no dispute between Andhra and Telangana on boundaries.
He said that his party will not object, if people of Andhra want Bhadrachalam for themselves.
He appealed to their party men to condemn the propaganda of United Andhra leaders that 40 lakh Andhra people were residing in the city.
Mr Ajit Singh, leader of Rastriya Lok Dal, criticised the Centre for not to responding on the Telanagana issue till it turns to be a law and order problem.
