Justice Srikrishna has denied that there has been any political pressure on the Srikrishna Committee over the Telangana issue. “There is no political pressure on the committee. Nobody dares to pressurise me. Even my parents,” said Justice Srikrishna while interacting with media persons at the Lakeview Guest House.
Making a clear statement about the independent functioning of the Committee, he said, “I know how to separate grain from chaff. I am an experienced judge you know.”After his meeting with several non-governmental organisations and intellectuals, Justice Srikrishna told reporters that there was no truth in reports that the Governor had sent a report to the Prime Minister requesting him to use his office to curtail the Committee’s tour programme in the state.
“We have not been informed about anything like that. We are free to decide on our tour programme and in fact, we are going to the districts in the month of July,” he said ruling out any restrictions from the government in the name of law and order and security problems.
The committee will receive reports from the Telugu Desam, MIM and Muslim League from May 10 to 12. Three groups from the TD requested time and the committee has granted the same. One or two delegations from the Congress will meet the committee on May 17 or 18 and over the next two weeks, the committee will meet political, cultural, business and non-governmental organisations and hear their views on the bifurcation.

If AP is split, Majlis wants Seema in Greater T, Hyderabad as capital
The Majlis-e-Ittehadul Muslimeen (MIM) for the first time on Sunday stated that if the bifurcation of the state became inevitable, it would prefer ‘Greater Telangana’ comprising Telangana and Rayalaseema areas. It would however prefer the state to be united.
The MIM also stated that it wanted Hyderabad to be the capital of Greater Telangana, and opposed making the city into a separate state, or hiving it off as a Union Territory
The MIM formally stated its stand in a 150-page report that it submitted to the Justice Srikrishna panel on Sunday. The MIM was submitted by the party chief, Mr Asaduddin Owaisi, to the committee on Sunday.
“Our party is of the considered opinion that in the ideal situation the continuance of status quo, that is, united Andhra Pradesh state is in the overall interest of the minorities,” the MIM report stated.
“Muslims have issues and concerns with regard to the demand for statehood for Telangana because of apprehensions regarding their safety, security and socio-economic well being and welfare in a smaller state, more so because of the open hostility of the BJP and constituents of the Sangh Parivar on the one hand and the deep-rooted animosity of the Left parties on the other hand towards them,” the report stated.
Mr Owaisi accused the Congress, TD, BJP, TRS and Praja Rajyam of using separate Telangana cause as a bogey for their vested interests.
Mr Owaisi stated that backwardness and the contention that bifurcation is a longstanding demand cannot be the twin criteria for formation of new states.
Similar demands in other states will only open a Pandora’s box if the Centre goes on dividing large states to form smaller ones, he said.
Mr Owaisi submitted that formation of the states of Jharkhand, Chattisgarh and Uttarakhand has hardly improved the lot of the minorities, particularly Muslims, in those states as well as the parent states of Bihar, MP and UP.
The minorities continue to suffer in all these states and they have been marginalised not only politically but also economically, socially and educationally, he stated.

KCR meets T-panel, warns of war
The Telangana Rashtra Samiti (TRS) president, Mr K. Chandrasekhar Rao, on Friday strongly advocated bifurcation of Andhra Pradesh stating that there was no “emotional integration of the people of Telangana with those from Andhra since the merger” and warned of civil war if it was not done.
Mr Rao, along with a delegation of party leaders, including Ms Vijayashanti, Mr G. Vinod, experts Prof Jayashanker, Mr Vidyasagar and others made a power point presentation to the Srikrishna Committee in New Delhi and gave a voluminous report seeking separate Telangana. TRS is the first political party to present its view point before Srikrishna Committee.
During the 4-hour meeting, KCR presented a voluminous report on the injustice done to the region over the years pertaining to 10 subjects including irrigation, education, power, financial allocations and employment.
Justice Srikrishna, who heard the TRS delegation, expressed satisfaction at the outcome of the discussion and promised to call the TRS team again in July for further discussions.
“The TRS delegation gave a power-point presentation and also provided documents to push their case. We will hold discussions again. We need to have a closer look at all the documents and papers presented to us,” Justice Srikrishna said after the meeting.
Expressing satisfaction over the outcome of the meeting, Mr Rao said the TRS delegation had made it clear to the panel that bifurcation was the only solution or else there would civil war.
“Merger of Telangana with Andhra was neither unconditional nor eternal. Any alliance cannot be continued by force. The Samaikhya Andhra agitation is pure rubbish. There is no way for people of Telangana to live with Andhra,” KCR remarked.
Mr Rao said while elected representatives like MPs, MLAs from Telangana region support Telangana in one voice; it was not the case in Seema-Andhra region.
“TRS told the committee that there were 5/6 divergent views in Seema-Andhra region. Some want Samaikhya Andhra, some suggest separate Andhra State, some wanted separate north coastal State, some from Rayalaseema are opposed to merger with Andhra while some other want to join with Telangana in the name of Rayala-Telangana,” he said.
The committee agreed that it received divergent views from Seema-Andhra. It sought additional information on some subjects, KCR said.
He said they had provided irrefutable proof of government documents, GOs, CAG reports and other data. “The committee members looked surprised at our inputs,” he said.
Mr Rao requested the committee to look into the “illegal” construction of Pothireddypadu and other projects that harmed the interests of Telangana.
“We brought to the committee’s notice how work on Ichampalli has been set aside and Polavaram taken up,” he said.

Diwakar’s cup of T on Seema has no takers
The proposal of former minister, Mr J.C. Diwakar Reddy, to merge Rayalaseema region with Telangana in case the Justice Srikrishna Committee recommends bifurcation of the state has not gone down well with several Telangana leaders.
Many of them cutting across party lines have rejected the plan outright. The former minister and senior Congress legislator, Mr R. Damodar Reddy said, “Injustice to the Telangana region was done during the rule of Chief Ministers hailing from Rayalaseema region. The people of Telangana are frightened of them. Several goons from that region have come here and illegally occupied prime lands in Hyderabad. How can we accept such a proposal from Mr Diwakar Reddy?” he asked.
“Slowly the slogan of United AP is fading. The structure of united Andhra is collapsing like a pack of cards,” said Prof. Kodandaram, convener of Telangana JAC. “That is a good sign for those who want the state to be bifurcated, but I can never welcome Mr Diwakar Reddy’s suggestion on Rayala-Telangana. It is absurd,” he said.
Another former minister, Mr K. Jana Reddy, said that till Justice Srikrishna panel submits its reports on bifurcation of the state it would be better for senior leaders of parties not to make comments. “Those making proposals for mergers and separations should submit their arguments before the panel and keep quiet,” he said.

TD MLA opposes TRS stand
The Medak Telugu Desam legislator, Mr Mynampalli Hanumantha Rao, has opposed the TRS demand for resuming government land in his constituency where a large number of people from other regions live.
He said that it was not correct to call those who have been living in Telangana since ages as “settlers”, the term that the TRS uses. “I have decided to quit keeping in view the Telangana sentiments and the promise I made to people of my constituency. I am sure people of my constituency will understand,” Mr Rao said.
He said he would request the TD leadership to give ticket for the bypoll to the kin of those who laid down their lives for Telangana. “I will work for the victory of the candidate,” he added.

Two girls end life over T
Two girls, who had attempted suicide recently and were undergoing treatment at MGM Hospital here, succumbed to their burns on Thursday morning.
They are Mohd Savera, 20, of Papiyapeta village in Chennaraopeta mandal, and Soujanya, 14, of Cheriyal mandal.
According to sources, both the girls attempted suicide in two separate incidents. While Savera, a degree drop-out student, tried to take her life by dousing with kerosene on February 20, Soujanya, a a Class IX student, attempted suicide on March 1.
In their dying declarations at MGM Hospital, sources said, both the girls reportedly told the executive magistrate that they had attempted suicide for the Telangana cause.
Meanwhile, as news of the death of Savera spread, a large number of students staged a rasta roko for hours in Chennaraopeta. TRS leaders consoled her family members.

Botsa gets praise, brickbats over T
The senior minister, Mr Botsa Satyanarayana’s statement favouring bifurcation of the state has been welcomed by several Telangana leaders including some of his Cabinet colleagues, but has been criticised by leaders from Coastal Andhra and Rayalaseema.
The IT minister, Mr Komatireddy Venkatareddy, the Congress leaders, Mr V. Hanumantha Rao and Dr P. Shanker Rao, the Telangana JAC convenor, Prof. Kodandaram and others have welcomed his statement. They said that leaders and MLAs from Coastal Andhra and Rayalaseema regions should accept the facts so that the state could be bifurcated amicably without any agitations and violence.
However Mr Botsa’s remarks angered leaders from non-Telangana regions.
Mr T.G. Venkatesh, the Kurnool Congress MLA and convenor of Rayalaseema Rights Forum, strongly criticised the minister’s statement. “How can he make such a statement without consulting us?” asked Mr Venkatesh.

New resignations will lead to bypolls
The manner in which the resignations of over 100 MLAs was rejected by the Speaker, Mr N. Kirankumar Reddy and the seriousness with which the Congress high command is looking at the issue, it has now become clear in party circles that any new resignation will lead to bypolls in the respective constituencies.
The ruling party members got a message from the high command that under no circumstance will it accept losing a government and impose President’s rule. This stern warning by the high command to the warring Congress MLAs especially from Telangana region means that there will be no new resignations by its members and the strength of the party will be safeguarded at any cost.
The Congress MLAs who were approached by the Telugu Desam and JAC leaders on Sunday to consider submitting new resignations in the backdrop of summary rejection on Saturday were clearly told that they won’t create a crisis, and that there was no question of submitting new resignations.
They told the TD leaders: “If you want to resign again, you can do so; but be prepared to face bypolls.”
Sources close to the Speaker said in case the TRS or the BJP MLAs want to quit again, he will have no option but to accept their resignations and conduct bypolls.
A majority of the MLAs do not want to face bypolls as it involves huge expenses.
The Congress high command was serious as its party MLAs did not withdraw resignations.
The political secretary to the Congress president, Mr Ahmed Patel, and the AP Congress affairs in-charge, Mr M. Veerappa Moily, talked to Mr K. Jana Reddy and Mr Damodar Reddy to convey their displeasure.
T-panel to go by YSR order
The terms of reference that will bind the Central committee to study state bifurcation is expected to be similar to the one that Y.S. Rajasekhar Reddy had drawn up for a panel he had constituted in March last year.
Sources in Delhi say the Union home ministry, which is drawing up the terms of reference, has sought details of the Government Order 99 issued by YSR on March 4, 2009.
Sources indicate that the ministry, which examined the nine points, has come to the conclusion that issues like sharing of river waters, status of Hyderabad, minorities and migrants, stand on Maoist menace, and a strategy for the overall development of all regions, must be included in the terms of reference of any negotiations on the formation of a separate state.
YSR had set up the ‘Joint committee of both Houses of the state Legislature to deliberate on the formation of Telangana state’ under the then finance minister, Mr K. Rosaiah. That committee did not meet even once and was overtaken by subsequent political events.
Meanwhile, it appears that the announcement of the mechanism on Telangana could get delayed. While the Union law minister and AICC incharge for AP, Mr M. Veerappa Moily, on Sunday said, “The terms of reference are under preparation and not yet finalised,” the home minister, Mr P. Chidambaram, is expected to throw more light on Monday.
Mr Moily also asked partymen to “withdraw” from the Joint Action Committee agitating for T-statehood. He warned that “any violation of the party discipline will be seriously dealt with.” He asked party leaders not to rush to the media on the “sensitive” issue.

It is now wooing the leaders of other parties to join the TRS. The Praja Rajyam’s Greater Hyderabad convenor, Mr Kattela Srinivas Yadav, and its spokesperson, Mr Sravan Kumar, joined the TRS on Sunday, giving the party a much needed boost in their efforts to regain a foothold in the city. The two defectors joined the TRS in the presence of the party chief, Mr K. Chandrasekhar Rao, and vowed to step up the Telangana movement.

Telugu Desam MLAs from Andhra region will decide on their future course of action on Tuesday in the wake of the Joint Action Committee for Telangana setting January 28 as deadline for the UPA government to decide on bifurcation of the state.
Congress leaders who are against the bifurcation will also participate in the meeting, sources said.
TD MLAs who have been actively participating in the United Andhra Pradesh movement fear that the UPA government will decide to form Telangana if public representatives in Andhra region keep mum about their stand.
“We will seek opinions of all public representatives on starting a movement to keep AP united,” said Mr Payyavula Keshav, a TD MLA.
A joint action committee for United Andhra Pradesh with support from all parties is yet to be formed in the Andhra region. This is why TD MLAs are taking initiative to keep up the tempo of United Andhra Pradesh movement.

Centre will weigh Naxal menace before T move
The Centre will take into account the Maoist activities and the general law and order situation in the state before agreeing to create Telangana, sources said.
The Union home minister, Mr P. Chidambaram, had told mediapersons recently that the first priority of the government was to ensure peace in the state before addressing any issue related to Telangana.
Sources added that the Centre and the Congress high command have already started taking steps in this direction.
This is evident if one observes the manner in which the Chief Minister, Mr K. Rosaiah, is making changes in the administration, which was in limbo due to agitations over the bifurcation. There have been many review meetings held in the Chief Minister’s peshi during the last few days which is a sign of the administration becoming normal.
The director-general of police, Mr R.R. Girish Kumar, has been advised by both the Union home minister, Mr P. Chidambaram and the Governor, Mr E.S.L. Narasimhan “not to be complacent” about the rising Maoist activities in the state.
Mr Kumar, sources said, has told his men to be vigilant especially in areas adjoining the borders of Chhattisgarh, Orissa and Maharashtra. The Centre has also allowed 24 companies of the CRPF to stay on in the state and is considering to send 12 more.
In another significant decision, the Centre decided to continue with Mr Narasimhan as the Governor. When he had taken charge as the Governor temporarily, the Maoists had reacted wildly saying: “Narahantaka Narasimhan go back.” (Go back human killer Narasimhan).
Some protagonists of Telangana had also issued statements expressing doubts if Mr Narasimhan was brought to delay bifurcation of the state. By appointing Mr Narasimhan as the Governor on a permanent basis, the Centre wants to convey its firmness in dealing with the issues affecting the state.
The Congress high command is also not happy with the state unit of the party as several MLAs from the Telangana region have not withdrawn their resignations. It issued fresh instructions through the Chief Minister and the PCC chief, Mr D. Srinivas, to keep them away from the Telangana JAC.

This is evident if one observes the manner in which the Chief Minister, Mr K. Rosaiah, is making changes in the administration, which was in limbo due to agitations over the bifurcation. There have been many review meetings held in the Chief Minister’s peshi during the last few days which is a sign of the administration becoming normal.
The director-general of police, Mr R.R. Girish Kumar, has been advised by both the Union home minister, Mr P. Chidambaram and the Governor, Mr E.S.L. Narasimhan “not to be complacent” about the rising Maoist activities in the state.
Mr Kumar, sources said, has told his men to be vigilant especially in areas adjoining the borders of Chhattisgarh, Orissa and Maharashtra. The Centre has also allowed 24 companies of the CRPF to stay on in the state and is considering to send 12 more.
In another significant decision, the Centre decided to continue with Mr Narasimhan as the Governor. When he had taken charge as the Governor temporarily, the Maoists had reacted wildly saying: “Narahantaka Narasimhan go back.” (Go back human killer Narasimhan).
Some protagonists of Telangana had also issued statements expressing doubts if Mr Narasimhan was brought to delay bifurcation of the state. By appointing Mr Narasimhan as the Governor on a permanent basis, the Centre wants to convey its firmness in dealing with the issues affecting the state.
The Congress high command is also not happy with the state unit of the party as several MLAs from the Telangana region have not withdrawn their resignations. It issued fresh instructions through the Chief Minister and the PCC chief, Mr D. Srinivas, to keep them away from the Telangana JAC.
