Congress ministers and MLAs from Telangana region have now started openly defending their decision not to resign and criticised the TRS leadership and the T-JAC convenor, Prof. Kodandaram for their comments. They even threatened them of retaliation by Congress workers.
The PCC chief, Mr D. Srinivas, who met the members decided to isolate the TRS and strengthen the Congress in the region.
“There is no need to submit resignations afresh as the Srikrishna committee was constituted and it will look into the issue,” the Telangana Congress ministers said.
With regard to attacks on their houses they have said it was not proper for the TRS to ask its activists to attack their properties. “You being from Telangana want to attack your own fellow Telanganites. How is that proper? If Congressmen retaliate, you will have to bear the brunt,” Ms D.K. Aruna told Mr Chandrasekhar Rao.
They also said Prof. Kodandaram has no business to issue threats daily. “Who are you to dictate terms to ministers and MLAs? Don’t cross your limits,” Mr Komatireddy Venkatareddy said.

Blow to KCR as only 15 quit
Just 15 legislators from five political parties submitted their resignations to the Speaker on Sunday, protesting against the terms of reference to the Srikrishna committee which they say is anti-Telangana. Among them were two Congress legislators, Mr R. Damodar Reddy and Ch. Mutyam Reddy, who face the the threat of party action.
This came as a big blow to the Telangana Rashtra Samiti chief, Mr K. Chandrasekhar Rao, whose ingenious gameplan was to force a constitutional crisis by getting enough number of legislators to resign from the Assembly.
As things stand now, neither the Assembly session nor the functioning of the Srikrishna Committee will be affected by the resignations. Mr Rao had planned to affect both.
Those who resigned include all the 10 MLAs of the TRS, TD’s Mr Chennamaneni Ramesh, (who had resigned on December 23 last), Mr Maheswar Reddy of the Praja Rajam and the (The BJP floor leader, Mr Kishan Reddy, announced that he will submit his resignation after the Governor’s speech in the Assembly on Monday. The
Speaker, Mr N. Kirankumar Reddy, accepted Mr Chennamaneni Ramesh’s resignation.
Many TD legislators submitted their resignations to the party leader, Mr Nagam Janardhan Reddy, while the Congress legislators streed clear of the drama.
The Telangana Joint Action Committee has decided to give MLAs one more day to submit their resignations against the Srikrishna Committee’s terms of reference.
“We have decided to announce the names of MLAs who do not submit their papers on February 16 and will launch protest dharnas before their houses and there will be complete non-cooperation from February 28,” said the convener of the Telangana Joint Action Committee, Prof. Kodandaram,
The JAC has also decided to boycott all goods produced by Andhra and Rayalaseema businessmen. Details about the goods and services to be boycotted will be announced later.

The Telugu Desam MLAs from Telangana region have decided to submit their resignations to the Telangana Joint Action committee convenor, Prof. Kodandaram, and not to the Speaker of the Legislative Assembly.
The TD has decided to tread carefully on the issue of resignations. The TD senior leader, Dr Nagam Janardan Reddy, while talking to mediapersons, said, “We have asked Prof. Kodandaram to secure resignations of Congress members before handing over ours to the Speaker.”
As many as 28 members of the TD handed over their resignations to Dr Nagam Janardan Reddy on Sunday. The remaining 10 MLAs from Telangana districts would submit their letters on Monday, Dr Janardan Reddy said.
By giving the resignation letters to Joint Action Committee, the TD party ensured that their letters would reach the Speaker’s office only after the Congress members submit theirs’. The TD can now say it complied with the JAC deadline and criticise the Congress MLAs for not doing so.

Supreme Court dismisses PIL on MLAs’ resignations over Telangana
Questioning the locus standi of the petitioner, the Supreme Court on Monday dismissed a PIL filed by former Member of Parliament M. Narayana Reddy seeking a direction to the Andhra Pradesh Assembly Speaker to accept the resignation submitted by 139 MLAs on the Telangana issue.
“Who are you? It is very strange that such a petition is being filed. You are not an MLA or MP. What are you? What is the public interest involved in it? Who gave you the right to present petition,” the bench told Mr. Reddy while dismissing the PIL.
The petition comes in the backdrop of reports that the Speaker had already turned down the resignation submitted by the legislators of political parties in the State.
Mr. Reddy in his PIL had contended that the resignation submitted by the MLAs on the issue of Telangana be deemed to have been accepted by the Speaker of the Andhra Pradesh Assembly.
According to the petition, the MLAs belonging to the Telangana irrespective of their political affiliations, had submitted their resignations personally to the Speaker who acknowledged the receipt of 139 letters in this regard but did not act on it.
The former MP had submitted that the issue involved important questions of the Constitution affecting its basic structure, namely the rights and privileges of the MLAs, their freedom of speech and expression and the dignity of the house. However, only Mr. Reddy has been named as a petitioner.
The petitioner alleged the Speaker has neither acted nor sent them to the Assembly Secretariat. The MLAs are from both Telangana and other parts of the State, he added.
“The arbitrary stoic silence of the respondent (Speaker of the House) has resulted in gross violation of Article 14, 19(1) (a) and 190 of the constitution,” the PIL said.
The court was told that resignations were submitted to the Speaker on December 10 and 23 last year.
However, the arguments failed to convince the Supreme Court which dismissed the petition on the ground that Mr. Reddy being neither a sitting MLA nor an MP had no locus standi to approach the court on the issue.

New resignations will lead to bypolls
The manner in which the resignations of over 100 MLAs was rejected by the Speaker, Mr N. Kirankumar Reddy and the seriousness with which the Congress high command is looking at the issue, it has now become clear in party circles that any new resignation will lead to bypolls in the respective constituencies.
The ruling party members got a message from the high command that under no circumstance will it accept losing a government and impose President’s rule. This stern warning by the high command to the warring Congress MLAs especially from Telangana region means that there will be no new resignations by its members and the strength of the party will be safeguarded at any cost.
The Congress MLAs who were approached by the Telugu Desam and JAC leaders on Sunday to consider submitting new resignations in the backdrop of summary rejection on Saturday were clearly told that they won’t create a crisis, and that there was no question of submitting new resignations.
They told the TD leaders: “If you want to resign again, you can do so; but be prepared to face bypolls.”
Sources close to the Speaker said in case the TRS or the BJP MLAs want to quit again, he will have no option but to accept their resignations and conduct bypolls.
A majority of the MLAs do not want to face bypolls as it involves huge expenses.
The Congress high command was serious as its party MLAs did not withdraw resignations.
The political secretary to the Congress president, Mr Ahmed Patel, and the AP Congress affairs in-charge, Mr M. Veerappa Moily, talked to Mr K. Jana Reddy and Mr Damodar Reddy to convey their displeasure.

Quit by Jan. 28, KCR tells leaders
The TRS president, Mr K. Chandrasekhar Rao, on Saturday said elected representatives from ward members to MPs who fail to resign by the January 28 deadline will be taught a lesson by the people.
“You will know on January 28 who are for Telangana and who are against it. We cannot achieve statehood unless we create a constitutional crisis and force the Centre to carve out separate state,” he said.
Mr Rao said the police is against people of Telangana region. He said a case was booked against his daughter Kavita for giving a call to boycott the screening of Jr NTR’s Adhurs.
“Formation of Telangana is inevitable. There is no question of people of two
regions living together after all the injustice done to the region,” he added.
Meanwhile, Mr Rao skipped the Mahbubnagar district review meeting convened by the Chief Minister on Saturday. Sources said Mahbubnagar was strategically selected to “expose” Mr Rao over issues such as drought and welfare programmes.
